完善金融监管透明度的理论与探索——以银行监管当局为例

在通俗易懂、容易获取、及时的基础上,让公众了解金融监管政策的目标,政策的法律、机构和经济框架,政策决定及其原理,政策有关的数据和信息以及机构的责任范围,这样可以促使金融监管机构更好地履行职责,促进金融稳定。实现这一目标,需要从监管透明度的含义出发,结合MFP准则来分析我国金融监管透明度现状,发现其中的不足并加以改进。

Exploration of Perfecting Financial Regulatory Transparency:Take Bank Regulation as an Example

Regulatory transparency refers to on the basis of understanding,easy and timely access make the public know the objective of the policy,the legal,institutional and economic framework of the policy,the policy decision and its principle,monetary and financial policy-relevant data and information and the regulatory agency's responsibility.From the regulatory meaning and significance of transparency,this paper talks about the transparency policy of the two countries,in conjunction with MFP norms to analyze our financial regulatory transparency and finally makes some appropriate policy recommendations.
