地方政府债务融资规范化研究

由于我国目前所处的经济发展阶段，各级地方政府都具有强烈的融资需求。地方政府债务融资为我国经济社会快速平稳发展提供了巨大的资金支持，也出现了诸如债务规模过大、债务资金使用不透明、资金利用效率低等一系列的问题。为了发挥地方政府债务融资的积极作用并针对其中的问题，应该从制度上予以规范政府债务融资；将政府的债务收支纳入到财政资金监管体系中；转变政府职能，真正实现政企分离。

On Standardization of Local Government Debt Financing

Because of the present economic situation, focal governments have strong financing demand in our country.. Local government debt financing has played an important role in the economic development, but there are also some negative effects such as the large debt scale, corruption and the inefficiency of debt capital. In order to play the positive role and avoid negative influences of the local government debt financing, we should regulate the implement of government debt financing, put government debt payments into the financial supervision system, change governmental functions and realize the separation of government and enterprises.
