| 摘 要： | 企业文化只有在运作过程中才能发挥一定的管理职能。为创建和培育企业文化，煤炭企业需落实以下静态运作环节：奠定坚实的企业物质文化、提炼企业核心文化、制定发展战略、建立规范的制度文化、注重营造企业环境文化。班组文化建设应融合于煤炭企业文化的静态运作之中。

| Abstract: | Only in operation process can corporate culture play certain management function. To create and foster enterprise culture, the following static operation elements must be carried out by coal enterprises： laying a solid enterprise material culture, refining the core culture of enterprise, formulating development strategy, establishing a standardized system culture, and building the culture of enterprise environment. Meanwhile, team culture construction should be incorporated in the static operation of coal enterprise culture. |
