加快政府职能转变与我国体育创新发展研究

十八届三中全会《中共中央关于全面深化改革若干重大问题的决定》提出“加快政府职能转变”的要求,对实现“推进国家治理体系和治理能力现代化”具有关键意义.加快政府职能转变的目标与内容是实现多元治理,建立有限型、服务型、均衡型、法治型政府;职权明晰、机构调整、行政规范、服务实施、环境营造等.体育创新发展的途径与方式有多元自治和共治;目标融合、资源整合、方法使用、责任控制等.研究建议,政府要尽快下放权力,转移职能;加快培育社会体育服务组织,使其参与体育治理;建立新型体育治理体系,促使体育治理能力现代化.

Speeding Up the Shift of Government Functions and the Innovation & Development of Sports in China

The Decision of the 3rd Plenary Session of the 18th CPC Central Committee requires speeding up the shift of government functions and this will play a significant role in advancing the modernization of the national governance system and governance capabilities. The object of quickening the transformation of government functions is to realize multiple governance and establish a limited, service-oriented, balanced and law-oriented government. And the content includes clear authority, organization adjustment, administrative norm, service implementation, environment creation, etc. The ways for the innovation and development of sports are multiple autonomy, shared administration, target fusion, resource integration, method application, liability control, etc. The paper suggests that the government should decentralize power as soon as possible and shift the functions. The social sports service organizations should be cultivated sooner so that they may take part in sports administration. A new sports administration system should be established so as to give an impetus to the modernization of sports administration capacity.
