完善我国公用企业经营机制的路径探析

公用企业在我国建立社会主义市场经济体制过程当中，其经营行为具有特殊性，其合法经营活动受到法律保护。但目前公用企业在经营过程中也存在许多问题，主要表现为四个方面：一是存在行政垄断，角色转换不到位；二是滥用市场优势地位，公平竞争难实现；三是加剧社会分配不公，行业收入差距不断扩大；四是法律规定存在漏洞，形成了监管真空。解决这些问题，需要从以下几个方面着手：一是改革管理体制，实现政企分离；二是引入竞争机制，提高经济效率；三是实行价格管制，以公共利益为先；四是规范竞争行为，防止优势滥用。

Seeking Ways to Perfect Management Mechanism of Our Public Enterprises

In the establishment process of our socialist market economy system, the management behavior of public enterprises has its own characteristics. So their legitimate management activities are protected by laws. At present, however, the public enterprises meet with some problems in their management process. They are reflected in the following four aspects： firstly, administrative monopoly really exists and role transformation is not realized; secondly, market advantages are abused and fair competition is hard to be realized; thirdly, the ,social distribution inequalities are increased and the income gap between different professions is widened; fourthly, there are leaks in laws and regulations and there is a vacuum in supervising. In order to solve these problems we need to start from such aspects as reforming management system and separating the administrations and enterprises; introducing competition mechanism and improving economic efficiency, putting into effect the price control and taking public interests at the first place; normalizing the competition behaviors and at the first place; normalizing the competition behaviors and preventing advantages from being abused.
