治理视域下我国体育公共服务政策工具选择逻辑研究——基于29份政策文本的量化分析

采用内容分析法,对2010-2020年间29份体育公共服务政策文件进行文本梳理、框架构建和编码归类,按照政策工具理论,基本政策工具X维度和政策目标价值Y维度之间多元目标主体的关系。研究表明,政策工具的使用分配呈现比重不清的特征;政策目标价值呈现差异化特征。建议应进一步推动基层体育公共服务全覆盖,积极促进市场发挥作用;重视各主体之间的联动,建设体育公共服务发展的融合目标;创新体育公共服务供给内容,制定个性化与具体的政策保障。

Research on Logic of Choice of Sports Public Service Policy Tools in China from Perspective of Governance: A Quantitative Analysis Based on 29 Policy Texts

Based on the theory of policy tool, this paper adopted content analysis to study the 29 national policy texts on public sports service from 2010 to 2020.It expatiated on the relationship between the multi-objective main bodies from X dimension of basic policy tool and Y dimension of policy objective value. It was shown that the use of policy tools was obviously unbalanced, and the value of policy objectives was differentiated. It was suggested that the full coverage of public sports services at the grass-roots level should be promoted and the role of the market should be further yielded, the connection between the main bodies should be reinforced, an integrated goal for the development of public sports services should be built, the content of public sports service supply should be innovated, individualized and concrete policy guarantee should be ensured.
