摘    要:双碳"目标下,体育产业低碳发展有利于在政策层面适应国家建立绿色低碳循环经济体系要求;在产业层面,助力体育产业高质量发展;在市场层面,革新体育市场供需关系;在企业层面,创新体育企业绿色经营模式;在消费层面,推动低碳体育消费。"双碳"目标下,体育产业低碳发展的重点领域体现在体育用品制造向绿色制造转化、体育建筑向绿色建筑转化、体育场馆向智慧场馆转化、体育赛事向低碳赛事转化、体育健身向低碳健身转化等方面。"双碳"目标下,体育产业低碳发展存在着缺乏相应"宏观-中观-微观"政策支持、运行机制与产品标准不完善、体育低碳市场的行业标准和监管体系尚未制定、体育企业研发低碳产品与低碳技术的创新能力不强、大众对低碳体育消费的认识程度与参与意识偏低等现实问题。基于此,提出政策引导,制定"宏观-中观-微观"低碳体育产业政策;产业推动,构建以低碳为导向的现代体育产业体系;市场创新,探索建立以碳排放强度为要素的体育碳交易市场;企业转型,推进体育企业在生产、加工、制造与销售全链路低碳发展;消费驱动,促进政府、企业、居民、社会共同参与低碳体育消费。

Abstract:Under the carbon peaking and carbon neutrality goals, the low-carbon development of sports industry is conducive to meeting the requirements of the country to establish a green and low-carbon circular economy system at the policy level, to the high-quality development of sports industry at the industrial level to innovating the relationship between supply and demand in the sports market at the market level, to innovating the green business model of sports enterprises at the entrepreneur level, and to promoting low-carbon sports consumption at the consumption level. Under these goals, the key areas of low-carbon development of the sports industry are reflected in the transformation from sporting goods manufacturing to green manufacturing, building traditional sports arenas to green sports arenas, building smart venues, hosting low-carbon sports games, and developing low-carbon fitness building. However, problems such as the lack of corresponding "macro-meso-micro" policy support, imperfect operation mechanism and product standards, no formulation of the industry standards and supervision system of low-carbon sports market, weak innovation ability of sports enterprises to develop low-carbon products and low-carbon technologies, weak awareness and participation of low-carbon sports consumption have existed. To solve the problems, "macro meso micro" low-carbon sports industry policy should be formulated. A low-carbon oriented modern sports industry system should be built in order to promote the development of sports industry and to explore the establishment of sports carbon trading market with carbon emission intensity as the element through market innovation. The low-carbon development of sports enterprises in the whole link of production, processing, manufacturing and sales should be promoted through enterprise transformation. The low-carbon sports consumption of the government, enterprises, residents and society through consumption driven should be encouraged.
