保障性住房建设中的问题及经济学分析

保障性住房是保障公民基本居住权利,调节收入分配的有效社会保障手段;是促进公平,改善民生的有力杠杆。然而在保障性住房建设中存在资金短缺,规划缺位和监管不力等问题。依托社会保障理论和公共物品理论,运用观察法和文献研究法,建立保障性住房建设的资金供给机制、规划机制和监督管理机制,从而解决保障性住房建设中的诸多问题,丰富住房保障理论,并为保障性住房建设的实践提供更为全面的理论基础。

The Problems and Economic Analysis in the Construction of Indemnificatory Housing

Indemnificatory housing is the effective mean to ensure the basic rights of the citizens, adjust income distribution and improve people＇s living standards. However, there are some problems in the aspects of funds, plan and supervision. In order to solve these problems and flourish the housing security theory, we use the methods of observation and literature research to build mechanisms of fund supplies, planning and supervision on the basis of the theory of social security and public goods.
