大学以学科建制为基本特征，大学的改革与发展惟有得到学科的支持，才有可能获得成功。然而，高水平的学科不是自然生成的，它是大学科学规划、长期有效投入建设的结果。因此，根据学科发展的内在逻辑和社会需要．结合学校实际，生成一个既切合大学发展实际，又具有远见的学科发展规划，是学科和大学可持续发展的必然要求。

A Study of the formation of Discipline Development Plan in Universities

University takes organizational system of discipline as essential feature. Only getting support from discipline may the reform of the university succeed. Equally,without abundant development of discipline,there will not be the fast progress of university. But high-level discipline is not formed naturally,it is the result of university planning scientifically and long-time effective construction. So,according to the needs of inherent logic of discipline development and social development,taking correct discipline development view as the direction,forming a foresight discipline developing plan which suits the reality of university development is the inevitable requirements of discipline and university sustainable development.
