我国标准化工作问题研究

随着改革开放和经济发展,我国标准化工作虽然取得了令人瞩目的成就,但也显现出越来越多的问题,在国际贸易中主要表现为:传统商品出口困难、出口产品成本增加、贸易摩擦加剧以及由于招商引资导致污染大规模转移等。通过对这些问题的分析,指出在标准被用作潜在的贸易保护措施或歧视措施日趋明显的国际贸易新形势下,我国的标准化工作出现与市场脱节,与科研脱节,与企业脱节的现象,并针对这些现象提出了提高认识,深化改革,面向市场,变微观管理为宏观管理,规范标准,修订程序,变补助经费为研制经费等对策与建议。

On China's standardization industry

Since China adopted the reform and opening-up policy,the standardization in China has gained remarkable achievements with the national economic development,but there are more and more problems arising at the same time.In international trade,it becomes difficult for China to export traditional goods,the costs of export have to be increased,there are more and more trade frictions,and pollution becomes much more serious as a result of constantly invited investment.By analyzing these phenomena,this paper points out,under today's new conditions of international trade,it can be seen that standards are utilized as potential trade protection measures or discrimination measures,but China's standardization is not well fit to markets,scientific researches and enterprises.Thus,the paper provides some strategies and suggestions to solve the problems: to pay more attentions to the seriousness of the problems and to deepen the reform;to be oriented to markets and to perform macro-administration instead of micro-administration;to normalize standards and to modify procedures;and to provide research funds instead of financial subsidy.
