我国基层民政能力评估指标探析

基层民政部门在和谐社会建设中起着“最兜底保障”、“最直接民主”、“最基层管理”、“最贴近服务”的重要基础性作用,提升我国基层民政能力显得相当迫切.要提升我国基层民政能力,首先必须弄清楚评估基层民政能力的指标体系.为此,在系统理论的指导下,从基层民政的内涵及其构成要素出发,我们科学地设计了关于评估我国基层民政能力的指标体系,并对这些指标的信度和效度进行了测试.
