摘    要:政府雇员制是我国各级政府探索中的一项全新用人制度,是我国政府行政行为的大胆改革。自吉林首先实施政府雇员制以来,已有六年时间,目前在我国形成了三种比较普遍的政府雇员制:吉林模式、珠海模式和深圳模式。但作为一项正在试行中的制度,“政府雇员制”的运行出现了一些问题:如对政府雇员的认识不统一、相关法律和法规不健全、政府雇员的人事管理不规范及监督机制不健全等。本文在探讨这些问题的基础上提出了相应的对策:统一对政府雇员制的认识、建立健全相关法律制度、加强政府雇员的人事管理及完善对政府雇员的激励机制,以期更好的发展政府创新用人机制,促进政府向公众和社会提供更优质的服务。

The Problems Emerged from the Employment System Which has been Taken by Our Local Governments and the Exploration and Analysis of It

Abstract:Govermment employment system is a kind of new system which is under exploring by our government, and it's a reformation of the government's administrative behavior. It has been about 6years after Jilin govemment take this system into effect. Them are 3 main format of the govemment employment system. Jilin form, Zhuhai form, and Shenzhen form. As an undergoing system, there emerging some problems, such as, difference in the understanding of government employment system, imperfect legal systems, personnel management of the government employment contradict to the standard, and imperfect supervise institutes. This article shows some measure to the above problems, such as, consolidating the understanding of the government employment system, setting up and improving the legal systems, enhancing the personnel management of the government employment and the musing institutes. By doing so, it'll contribute to the development of the new government employment, helping the government supply the public and society with better service.
