| 摘 要： | 本文从中国教育财政分权的视角探讨了地区间农村小学教育投入差异的影响因素,使用河北省2007年136个县的财政和教育数据,选择能全面反应财政能力与财政需要的一系列指标,考察这些指标与农村小学教育投入的相关性.认为现行的财政转移支付政策并没有给予地方政府足够的激励,农村小学教育经费出现"挤出效应".并就此提出相关政策建议.

| Abstract: | Based on the county level data in Hebei province, this study explores the factors influencing educational investment to rural primary schools in the context of fiscal decentralization. It uses a series of indicators to analyse county-level fiscal needs and capacity and tested the relevance between these indicators. This study argues that fiscal transfer payment policy has not stimulated educational investment to rural primary schools, and produced a crowding-out effect. |
