Traits of Innovative Development of Chinese Rural Fundamental Education Policy since Reform and Opening Up

The Chinese rural fundamental education policy has completely guided the whole development of rural fundamental education.However,the rural fundamental education policies have been continuously innovated since reform and opening up.It is necessary,from the perspective of qualitative analysis,including four aspects such as the basic character of policy eco environment development,the prominent character of policy content innovation,the main character of policy making innovation and the characterization of policy innovative limitation,to explore the traits of innovative development of Chinese rural fundamental education policy since reform and opening up.
