摘    要:社区体育作为支撑“家门口”运动健康服务的重要载体,其有序发展不仅依赖政社之间的良性互动,还需重视以物业为代表的市场力量的作用。本文以S老旧小区在引入物业公司后体育场地设施“不增反减”现象为分析对象,重点关注和思考市场力量在社区体育发展中缘何异化以及何以重构。研究发现:物业公司对体育场所设施的空间入侵和管护缺失,在表征性上是受市场的逐利逻辑驱动。但实际上置身于基层治理体系结构中的物业,其行为选择受具体社区治理情境的影响。缺乏社区有效引导、居民有效参与和规模利润释放是影响市场异化的深层次因素。基于此,建议营造以社区为单位的体育空间,以规模繁荣市场;推动政府-市场-社会的有机联动,以党建引领市场;培育体育互助精神与参与意识,以公共规范市场;挖掘小区业主自治潜能,以居住形塑市场。

Abstract:As an important carrier to support the "doorstep" sports health service, the development of community sports not only depends on the benign interaction between the government and the community, but also needs to introduce market forces represented by property. This paper analyzed the decrease of sports facilities in the old residential area of S after the introduction of the property company, and studied why the market power was alienated in the development of community sports and how to reconstruct it. The result showed that the property company’s space invasion and lack of management and protection of sports facilities were driven by the profit seeking logic of the market in terms of representation. According to the research the property company’s space invasion and lack of management and protection of sports facilities were driven by the profit seeking of the market in terms of representation. In fact, the choice of the property in the grass-roots governance system structure was affected by the specific community governance situation, so the lack of effective community guidance, effective participation of residents and release of scale profits was the deep reason of market alienation. Therefore, it was suggested to build a sports space with the community as the unit and prosper the market by scale, to promote the organic linkage between government, market and society, and to lead the market under the CPC, to cultivate the spirit of mutual aid and the sense of participation in sports, and to standardize the market with the public, to dig out the potential of owner autonomy in the community, and to shape the market with residential style.
