建国以来农村劳动力流动的政策演变与思考

建国以来,随着我国经济体制从计划经济向市场经济转变和改革的不断深入,政府关于农村劳动力流动的政策经历了从严格控制农村劳动力进城到允许并鼓励农民进城、控制农村劳动力盲目流动、引导农村劳动力跨地区有序流动、建立城乡统一的劳动力市场这样一个变化过程.目前我国农村劳动力流动的现状不容乐观,政府还须进一步采取积极有效的政策,致力于建立城乡统一的劳动力市场,以服务于我国现代化建设发展的需要.

Reflections on and Evolution of the Policies of Rural Labor Migration Since 1949

Since 1949, with the transformation of the China's economic system from the plan economy to the market economy and the deepening the reform, the state's policies on the migration of rural labor have been experiencing such a changing process from the strict control of the rural labor moving into cities to encouraging farmers to move into cities by controlling the blind migration, and helping the farmers to migrate in an organized way, thus the unified labor markets between the urban and rural areas have been established. However, the current situation about the migration of rural labor is not satisfying, the governments at all levels should take effective measures to regulate the unified labor markets to cater to the needs of modernization construction in China.
