中国与加拿大少数民族大学生资助政策比较研究

摘    要:20世纪50年代以来,中国和加拿大都基于经济背景确立了少数民族大学生资助政策,并随着现实的发展变化而不断探索改进和完善,分别形成了以"奖助并举"与"贷助打包"为主要特征的资助政策体系,对缓解社会矛盾、促进教育机会均等,推动两国少数民族的发展都发挥了巨大作用。"奖助并举"是符合中国国情的少数民族大学生资助政策,但我国也应积极借鉴加拿大资助体系的法制化与"打包"管理模式,积极探索和强化应用贷学金资助项目。

Abstract:China and Canada have established Minority university students Financial Aid policy on the basis of their own economic background since 1950s,and the two countries respectively developed the subsidy policy system of "Scholarships and Grants developing simultaneously" and "Loan and Grants packaging management" in accordance with the changing and developing reality.This has played a significant role in alleviating social contradictions,and promoting equal opportunities in education and the development of the two minorities."Scholarships and Grants developing simultaneously" is Minority Student Financial Aid policy in line with China national conditions,but China should also actively learn from the Canadian legal system and the "package" management model,and actively explore and strengthen the application of loan-funded projects.
