| 摘 要： | 本文通过对公共信息资源市场化开发利用概念的界定,明确了公共信息资源市场化运作的构成要素、特征与实现途径,分析了市场化运作与政府信息服务和公益性信息服务的区别,并从思想认识、制度设计、市场主体发育程度以及政府信息公开等角度分析了当前市场化运作的相关制约因素.
