民间资本投资铁路建设的障碍及对策

2010年以来,我国的铁路在建项目很多都不得不停工,其原因是铁道部门资金严重短缺.而另一方面,我国民间却充斥着规模非常巨大的资本.鼓励民间资本投资铁路建设,可以促进铁路建设融资形式的多样化,缓解铁路建设资金和国家财政拨款不足的现状,引导民间资本投资朝合理方向发展.但目前民间资本投资铁路建设还存在种种障碍,需要从三个方面进行改革:深化改革体制,构建良好民间资本投资环境；改革和完善机制,激发民间资本投资铁路的积极性；建立健全民营资本投资铁路的相应政策法规.

On Private Capital Invested in Railway Construction

Since 2010,many railway construction projects have to be shelved because of severe shortage of fund from Ministry of Railways.Whereas the private capital is a huge market,and to encourage the private investment in the railway construction is beneficial to diversify the financial model of the railway construction,to mitigate negative effects of the shortage of governmental fund,and to lead the private capital to develop in a rational direction.But nowadays,several obstacles are still in the way of investing private capital in the railway construction.There are three aspects for reforming,namely furthering reform system for the constructing positive environment for private investment,and reform and improvement of the system to stimulate the proactive private investment in railway construction,and composing sound polices and regulations for private investment in railway construction.
