如何认识人力资本的作用及其投入效益--兼谈新疆人力资本的投入效益

本文在简要概述人力资本理论发展的基础上，阐述了人力资本对经济发展的作用，总结了国内外对人力资本投入效益的研究，得出一个基本的结论，即物质资本投资对经济增长的贡献总是有限的，而且达到一定程度后其贡献将增长缓慢或不再增长，但人力资本投资的贡献及其潜力却是巨大和无限的，是推动经济增长和持续发展的源动力。我们通过建立多元回归模型计算，新疆人力资本投入效益是物质资本投入效益的2．3倍。因此，新疆要加大以教育、科技为主体的人力资本的投入。

Views on the Function of the Personnel Resources and the Benefit of its Investment -- Comments were made specifically on the Benefit of the Personnel Resource Investment in Xinjiang

After outlined the development of the personnel resources investment theory, the article elaborated the function of its investment towards the economy development, and summarized the domestic as well as internatinal studies on this respect. In the end a conclusion was made as follows: the contribution of the material investment towards the economical development is always limited for the reason that the contribution may slow down after a short period of time. On the contrary, the contribution and potential benefits of the personnel resource investment is unlimited and it is the source power which may push forward the economy permanently. With the establishment of a multi -aspect return- model, we find that the benefit of the personnel resource investment is 2.3 times than met from the material investment in Xinjiang. Therefore, Xinjiang must enlarge its investment in education, science and technology in which the personnel resources are mainly raised.
