英国地方公共体育设施管理发展现状及启示

通过2006年英国审计署对地方公共体育设施管理现状报告分析,英国公共体育设施管理主体可分为地方政府、委托管理、基金管理3种方式,其中地方政府直接管理是主要方式,3种方式的绩效评价结果差异不大。管理主体变迁表现在地方政府管理主体的份额下降,而基金管理主体的份额呈现上升趋势。对不同管理主体的特点进行了分析,认为在公共体育管理设施应突显公共服务功能、多元管理趋势及获得政策支持等方面具有启示意义。

Enlightenment Given by Development of Public Sports Facilities Management by British Local Government

In 2006,a report was given by British Audit Office,in which status quo of management of public sports facilities is presented.It can be found that local governing,mandatory administration and fund management constitute the main body of sports facility management in UK.When local governing becomes dominant way of management,no significant difference in performance evaluation is found among the three types of management.However,there is a decrease of share of management occurring on local governing as administrative principal,whereas,a rise is being felt on that of fund management.Meanwhile,the features of each type of management is respectively investigated,the results of which show that the role of serving public,if among the others,should be highlighted and diversification of management and policy-support are two unique features enlightening for our reference.
