我国教育政策实践范式的历史变迁

摘    要:不同历史时期教育政策实践的发展模式形成了我国教育政策实践的范式。教育政策实践范式的三个基本范畴是教育政策文本话语模式、教育政策价值选择和教育政策活动特征。在我国教育政策实践范式的历史变迁中,教育政策话语模式由"政治本位"、"经济本位"转向"教育本位";教育政策价值目标由"平均主义"、"效率优先"转向"有质量的公平";教育政策活动特征由"经验决策"、"理性决策"转向"科学化、民主化和系统化决策"。

Abstract:Education policy practice is an important part of the education policy research. The development of education policy practice patterns in the different historical period formed the paradigm of education policy practice. Education policy practice paradigm includes three basic categories:education policy discourse pattern, the education value choice and the characteristics of education policy activity. The historical changes of the paradigm of education policy practice in our country are as follow:the education policy discourse pattern transform from "political standard" to "economic standard" ,and then to "education" ;the education policy value target transform from "equalitarianism" to "efficiency first", and then to "fairness of quality" ; the education policy activity characteristics transform from "experience decision" to "rational decisions", and then to "scientific, democratic and systematic decision-making".
