| 摘 要： | 在政治文明诸要素中，制度文明是重要的基础。只有加强制度建设，才能强化党的领导地位，才能真正实现人民民主，才能使依法治国基本方略落到实处，才能切实保障公民个人权利自由。建设社会主义政治文明，需要从加强立法和决策制度建设、加强执法和政策执行制度建设、加强监督制度建设着手，不断完善我国的民主政治，逐步实现社会主义民主的制度化、法制化。

| Abstract: | Among all the factors in political civilization,the system civilization is one of the important foundations.Only after system construction is reinforced,can the leading position of the Party be intensified,the people's democracy be truly realized,the basic policy of administering a country according to law be carried out and civil rights and liberty be really ensured.Construction of socialist political civilization shall commence with reinforcing legislation and policy-making system construction, law enforcement and policy enforcement system construction and supervisim system construction in order to improve national democracy continuously and to realize the systematization and institutionalization of socialist democracy gradually. |
