公共机构合同能源管理项目合作机制模型构建

基于合同能源管理(EPC)流程和已有相关研究,围绕公共机构EPC项目合作机制选取5个典型案例,从合作动机、合作伙伴选择、合作关系治理及政府参与4个核心类目出发,采用内容分析法对案例相关资料及访谈文本进行分析,得出公共机构与节能服务公司开展合作的9个关键要素为项目能耗与用能管理、政策推动、公开招标、节能服务公司前期参与、政府推荐、政策环境、实施过程协调、关系治理及激励机制;根据典型案例的合作特征及合作模式建构的一般经验,构建公共机构EPC项目合作机制概念模型:促进合作动机产生是项目开展的基础,合作伙伴选择是实现合作绩效的重要机制,政府参与及合作关系治理是实现合作绩效的有效推动力。以期为公共机构EPC项目主体合作的相关问题解决提供参考。

Construction of Cooperation Mechanism Model of Energy Performance Contract Project of Public Institution

Based on EPC project cooperation process and the existing research,this paper focuses on the cooperation mechanism of energy performance contract project(EPC)of public institution,selects five typical cases,starts from four core categories of cooperation motivation,partner selection,partnership governance and government participation,uses content analysis to analyze the related data and case interview text,nine key.elements of cooperation between public institutions and energy service company are identified,including project energy consumption and energy use management,policy promoting,public bidding,government recommendation,policy environment,early participation of ESCO,implementation process coordination,incentive mechanism and relationship governance.On this basis,based on the characteristics of cooperation in typical cases and the general experience of cooperation model construction,the paper constructs a conceptual model of cooperation mechanism of public institutions EPC projects,it indicates that the promotion of cooperation motivation is the basis of project development,partner selection is an important mechanism to achieve cooperation performance,government participation and cooperative relationship governance are effective driving forces to achieve cooperation performance.That study aims to provide reference for solving problems related to cooperation in public institutions EPC project subjects.
