| 摘 要： | 一个国家或地区的人力资本稀缺程度及其现实解决，从根本上决定和影响着整个经济增长的物质基础和科技含量，决定和影响着物质和知识资本形成过程和积累水平，我省人力资本存量较小，严重制约着社会经济的进一步发展，本文从财政政策的角度探讨如何促进我省人力资本的投资，以增加人力资本积累。

| Abstract: | The degree of scarcity in labor capital investment and whether or not solving the problem will decide and affect the whole material basis and the level of science and technology of economic growth in a country or area, also the formation process and level of accumulation of substance capital and knowledge capital. Labor capital store in Qinghai province is so small that badly hinders the economic development. From the opinion of financial policy, this article discusses how to improve the level of labor capital investment in our province, and then increase the accumulation of labor capital. |
