| 摘 要： | 随着党风廉政建设和反腐败工作力度的加大,中国的反腐运动在战略上将出现“三个转向”,即由被动防御为主转向主动进攻为主,由权利反腐为主转向制度反腐为主,由事后监督为主转向事前监督为主。述职述廉制度的确立,开创了我国制度反腐的新局面。

| Abstract: | With the further steps on the way of constructing clean government, our campaign against corruption is tactically having "three-transitions" namely, from passive defending to active attacking, from being against corruption by authority to relying on a political system, from supervising afterwards to examining our work beforehand. Stating rightness and incorruptness in our work has started a new phase on being against corruption by means of establishing a political system. |
