The problems which has occurred during the implementation of the new curriculum can not just be attributed to teachers' capability and adaptability or curriculum evaluation. They are problems of the school organization behavior and curriculum leadership. The practical innovation of the curriculum leadership should emphasize schools' educational philosophy and the strategy of curriculum implementation. Importance must also be attached to integrated innovation of school curriculum and instruction, regrouping school organizations and optimizing organization behavior, reforming evaluation system and method.
