| 摘 要： | 进入新世纪，党中央提出了坚持以人为本，全面、协调、可持续发展的科学发展观。以人为本是贯穿科学发展观的主线，是科学发展观的出发点和落脚点。所以，以人为本是科学发展观应有之义，是经济社会协调发展的前提，是科学发展观的根本要求。
