科技成果转让收益分享中的政策改进

 美、英、日等发达国家对知识产权收益分享是上下结合的政策，国家层面提供指导，将知识产权的所有权赋予发明人所在单位，具体的收益分配规则由单位制定。目前我国科技成果转化过程中，收益分配政策方面存在一些阻碍成果转化的因素，借鉴发达国家的经验，可以为我国进一步规范分配技术成果转化收益提供启发。
