| 摘 要： | 改革开放以来，民营小企业得到了迅速发展，已经成为推动我国经济发展的主要力量。但是民营小企业的发展也遇到了诸如缺乏创新体系，人才短缺等等困难。在知识经济迅猛发展的当今社会，以“集群”的形式存在应该是民营小企业发展的必然的理性选择，政府应当为民营小企业集群化加以政策扶持。

| Abstract: | Since reform and opening,small -scale enterprises have developed rapidly and have been a major force to promote our economic development.However, While small-scale enterprises are developing,they also have been confronted with many dificulties such as the shortage of innovating system and talented persons.With the development of knowledge and economy in modern society, existence by means of combination form should be a necessary and rational choice of the development of small-scall enterprises.The gowernment should give the combination of small-scale enterprises enough supports in the aspect of policy. |
