| 摘 要： | 我国城镇企业职工的养老保障已在“统账结合”的新模式下运行,但是实践表明,依照这种模式所提供的制度养老金数额对老年人养老的所有需要的保障是不确定的。中国人口和家庭的历史与经济背景以及发展趋势的特殊性,使一些老年人得不到家庭养老的经济支持。因此,养老保障的实现要从纯经济领域之外寻找帮助。社区的地利和人力以及社区服务可以成为市场经济背景下的特殊系统,使得社区能够发挥家庭力不能支的功能,补充现行养老金制度经济保障的不足。

| Abstract: | Endowment insurance of workers in cities and towns has been carrying out in the new pattern of combination of society overall arrangement and personal account.However,practice shows that it is not certain to guarantee the need of the old.Chinese historical and economic background and development can not enable the old to get the support from the family.Therefore,realization of endowment insurance should seek help out of pure economic field.Community with topographical advantages,labor power and service can function and supplement the current old-age pension system. |
