| 摘 要： | 以段祺瑞为首的皖系入主北京政府后，北洋派控制下的中央政权明显衰落。究其原因除段皖系本身实力较弱外，与黎元洪、冯国璋等不合作，统治集团内部一再发生争端也大有关系。

| Abstract: | After Duan Qirui and Wan clique took the power, the central government run by the Bei Yang declined obviously. Besides Duan-Wan clique was weak, the reason also included the contradiction between Duan-Wan clique and Li Yuanhong as well as Feng Guozhang. |
