现代意义上的城市竞争焦点在于经济竞争,而经济竞争必须建立在经济增长的基础之上,新增长理论认为人力资本是推动经济持续增长的源泉和动力,因此,人力资本从根本上决定了一个城市的综合实力和竞争能力。当前,人力资本是制约中国城市竞争力进一步提升的决定性因素,如何加强人力资本建设,增强城市竞争力是21世纪面临的重大课题。

The Influence of Human Capital on City Competitive Power

From the modern view, the city competition focuses on economic competition, and the economic competition has to be established on the base of economy increase. According to the theory of new increase, the human capital is the impetus to make economy to increase persistently. Therefore, a city' s integrated power and the competitive ability are determined fundamentally by the human capital. Presently, the human capital is the vital factor which restricts the competitive power of Chinese city to enhance further. It is an important issue how to strengthen the human capital construction and the city competitive power on 21st century.
