| 摘 要： | 《孙膑兵法》明确提出"强兵之急者",乃"富国",要求"战胜而强立",达到"天下服矣",其核心思想是认为经济是进行战争的基础,是"强兵"的前提条件,而"强兵"的根本和关键在于"富国",最终目的在于"强国"。同时,必须加强军队建设,并实行相关的政治、经济、军事制度改革以提高军队的战斗力,才能为强国提供安全保障。这一"富国强兵"战略思想对新形势下国防和军队建设具有重要的启示:富国是强兵之本,必须加强经济建设,为国防建设提供坚实的物质基础;实力是强国之本,必须加强军队建设,为国家的全面建设提供安全保障。
