| 摘 要： | 城市污染向农村转移有加速趋势,已对农民生命健康、农村生态以及国家粮食安全等造成严重危害和威胁.现行环保法律在防止城市污染向农村转移方面存在立法滞后、执法受制于地方、司法救济难的困境.建议立法加大环境污染的处罚力度,环保执法部门实行垂直管理体制,建立环境公益诉讼制度,多管齐下,遏制城市污染向农村转移.
