| 摘 要： | 采用文献资料法对我国校园足球源起的时代背景及顶层设计进行了回顾，从校园足球必须遵循教育的规律和竞技的规律两个方面进行了分析思考，认为只有把发展校园足球各方面的建设纳入制度化轨道，才能保障校园足球事业有序的发展；也只有把发展校园足球各方面的建设纳入常态化模式，才能保障校园足球事业健康的可持续性发展。
