中国共产党执政体制的基本状貌及其价值评估

中国共产党执政体制从形成到现在已有70多年历史,其间经历了由“执政党强力指挥型”体制到“执政党协调指导型”体制的重要变化。这种变化合乎时代演进的客观要求,亦反映了中国共产党求真务实、与时俱进、不断自觉改进执政体制的探索和追求。现有的“执政党协调指导型”体制总体上适应党的事业发展要求,但依然存在诸多不容忽视的弊端和缺陷,必须以实现“科学执政、民主执政、依法执政”为目标,继续加以改革和完善。

Basic Features of the CPC's Government System and Evaluation of Them

The CPC's government system has endured 70 years from its formation to the present day. During this period of time, it went through a significant transformation from a Government's-influential-command-type system to the current Government's-coordination-and-direction-type one. This transformation responded to the progression of the times and also showed the CPC's exploration and pursuit of self-consciously improving government system and her style of being realistic and practical and never ceasing to make progress. Generally speaking, the current Government's-coordination-and-direction-type government system adapts to the need of advancement of the Party's cause. However, there are unneglectable weaknesses and malpractices which call for continuous reform and perfection.
