| 摘 要： | 长期以来，我国运动员文化教育缺失问题一直未得到解决。运动员文化教育工作存在着管理体制和运行机制不顺，监督、保障机制不健全；对运动员文化教育重视不足，训练与学习时间分配不合理；体育系统教育管理水平低，教育资源薄弱；基础教育缺失，后续教育难以补救等问题。“体教结合”的结构包括3个层次，即：体育和教育行政部门的机制结合；体育学校与普通学校的结合；运动员运动训练与文化课学习的结合。运动员文化教育新体系由基础阶段、中级阶段和高级阶段组成，新体系强调“体教结合”，与我国现行的教育体制相匹配。
