化危为机、促体育治理、共塑人类命运共同体

新冠肺炎疫情爆发促使人类命运共同体不仅仅是一种理论,也使体育之于人类命运的基础价值有了更为全方位、深层次的思考,让我们开始回归体育本真,将生产劳动同智育和体育有效结合,成为“全民发展的人”。通过分析疫情期间暴露出的体育治理问题,结合各成功的抗疫治理经验,以构建人类命运共同体为治理价值基础和终极目标,建议从内外两个层面去改善体育治理,以期顺利推动中国体育改革与发展。（1）精炼内功,将体育相关资源下沉至基层,通过治理关口下移至社区,从而提升社区体育治理能力,促进社区健身服务的提质升级,更好的服务于中国人民,以达到实现保障公民体育权利,增进人民健康福祉的善治状态;（2）精于外交,参与国际体育事务的体育治理定位,提高中国传统体育文化自信,讲好中国体育故事,展示中国体育成绩,形成“官方+民间”的大国体育外交模式,使中国从国际体育体系和秩序的参与者、适应者,转变为改革者和引领者,服务好世界。

Turn epidemic crisis into opportunities, promote sports governance, and co-create A community with a Shared future for mankind

The outbreak of the COVID-19 has urged A community with a shared future for mankind to be a common value and help the sports got a comprehensive and in-depth thinking which based on this vision and theory. This made us start to return back to the nature of sports and combined intellectual education with physical education so as to cultivate a full-scale development human. By analyzing the problems of the sports governance which are exposed under this epidemic, learning the successful experiences from social governance measures during the anti-epidemic period, considering the value of A community with a Shared future for mankind as a ultimate goal. We can promote the sports governance to help reform and development of sports in China from internal and external aspects. (1) refining internal, putting the sports resources to the grassroots, and treating the community governance as a key step. Through sports governance in community to promote& perfect the quality of community welfare services, and to guarantee the sports rights can be reached to everyone and improve the health and well-being. (2) Being proficient in diplomacy, repositioning and enlarging sports governance scale, join into international sports affairs. Enhancing the self-confidence of Chinese traditional sports culture, and show the good side of Chinese sports by tell stories, and forming "official + folk" sports diplomacy mode, makinf China sport from a participant, adaptor to a reformer and leader in the international sports system and order to serve more to the world.
