| 摘 要： | 新型农村社区建设是当前和今后一个时期内新农村建设和城乡一体化发展的重大战略任务,烟台市在新型农村建设方面积极探索,大胆实践,呈现出良好的发展态势.但是在建设过程也存在一系列的问题与薄弱环节,需要明确新型农村社区的功能定位,打破城乡二元社会管理结构限制,科学规划,创新管理,构建城乡均等的公共服务体系和社会保障体系.

| Abstract: | The construction of new type rural communities is a significant strategic task for new rural construction and urban-rural integration development at present and within a certain period in future.Yantai has explored actively and practiced daringly in the aspect of new type rural construction,showing good development trend.However,there are a series of problems and weak links during the construction.Yantai shall determine the functional orientations of new type rural communities,break up the restriction on the management structures of urban-rural dual society,carry out scientific planning and innovative management,and build the community service system and social security system with urban and rural equality. |
