中国体育用品制造产业转移问题研究

我国体育用品制造产业转移的发展历程可以划分为依托全球价值链承接体育用品制造产业国际转移，依靠对外投资进行体育用品制造产业国际转移，凭籍国内价值链实施体育用品制造产业国内转移、国际转移等具有不同的特征的3个阶段并。产业政策是推动我国体育用品制造产业转移的制度性动力，产业结构是推动我国体育用品制造产业转移的结构性动力，产业竞争是推动我国体育用品制造产业转移的主体性动力。尚未构建完整的国内价值链、产业所在地政府的阻扰、为承接产业转移过度竞争、中西部地区缺乏承接的具体规划、中西部地区承接转移能力有限、产业原有痼疾的负面影响是当前我国体育用品制造产业转移所面临的问题。为此本文提出了依托体育用品专业市场建立 NVC、中西部地区以特色体育产业园区承接转移、中西部创建良好的产业转移环境等促进我国体育用品制造产业转移的对策。

Study on Several Problems of Chinese Sporting Goods Manufacturing Industry Transfer

The development course of Chinese sporting goods manufacturing industry transfer can be divided into the global value chain - based international sporting goods manufacturing industry transfer,the foreign investment -based international sporting goods manufacturing industry transfer,and the national value chain - based interna-tional and national sporting goods manufacturing industry transfer with each stage having different characteris-tics. The industry policies are the institutional power to promote Chinese sporting goods manufacturing industry transfer,the industrial structure is the structural power to promote Chinese sporting goods manufacturing indus-try transfer,and the industrial competition is the subject power to promote Chinese sporting goods manufacturing industry transfer. Currently,Chinese sporting goods manufacturing industry transfer is confronted with the fol-lowing problems:a complete national value chain is yet to be built,block of the local government,excessive competition for undertaking industry transfer,lack of detailed planning,the ability of central and western re-gions to undertake transfer is limited,the negative impact of previous problems with the industry. This paper puts forward some countermeasures to promote Chinese sporting goods manufacturing industry transfer which in-clude:to build a sporting goods specialized market - based NVC,undertake transfer through developing charac-teristic sports industry parks,and the central and western regions create good environment for transfer.
