公共体育服务政策制定中民意参与的困境与消解

摘要：研究以完善公共体育服务为价值述求，综合运用文献资料法、政策文本分析法，对公共体育服务政策制定中的民意参与问题进行了研究。研究认为：在公共体育服务政策制定的过程中，由于政策决策者的“官本位”思想、公众参与决策权保障的不足，以及行政部门履行公民参与义务的责任缺乏法律规定等原因，导致民意参与政策制定出现了政策议程的启动以上级政策意志为由、政策方案的谋划与权力精英参与为主、政策方案的发布以先定案再沟通为序等民意参与困境。若要消解这些困境，应该坚决贯彻 “以民为本”的政策制定取向、建立民主、科学的公民参与制度和完善公民参与行政过程的监督机制。

Dilemma and Solution of Public Participation on Public Sports Service Policy Making

Abstract: For the purpose of improving public sports service, this paper analyzed public participation problem in public sports service policy making by the methods of literature and text analysis. The results showed that there are some dilemmas in public sports service policy making. These dilemmas are policy agenda started by superior will, policy options designed by elite and in the order of decided firstly and communicated secondly. The official ranking consideration, lack of decision right guaranteed by public, and lack of law are among the causes. If we want to solve these dilemmas, we should firmly implement people-oriented policy making, build democratic and scientific public participation system, and improve oversight mechanism of public participation.
