体育资源利用的改革与体育资源配置改革的法规平台 ———论社会经济条件变革下的中国体育改革(四)

要提高体育资源利用率，需要改革体育的组织形态，变政府独办为官民结合，条块分割为条块结合，竞技体育，社会体育和学校体育各成体系到三者交融，在体育资源利用的调控方面，注意既重点突出又整体均衡，资源流动既自由又有序，同时建立起体育信息网络，为了使体育资源配置改革顺利进行，需要建立一个相应的法规平台，体育市场的主体要有清晰界定，市场行为要有相应的规范，强化政府行政法规的宏观指导作用，弱化其对市场具体运作的干预，体育产品的公益性与商品性这种双重特性引发的特殊性也应在体育法规中有所体现。

To enhance the efficiency of sport resources utilization the sport organizational forms should be reformed, that it to shift the governmental solo operation to governmental and non governmental cooperation, the isolation of trade systems and areas to the integration of them, and connecting the elite sport, sport in schools and mass sport together. With regards to controlling the utilization of sport resources some key sections should be stressed upon the overall sound development, securing the freedom of the resource flow at the same time guide it in order. The network of sport information is necessary. A proper legal framework is needed for the reform on sport resource collection, identifying legal persons of sport market and regulating their marketing behaviors. The government's role has to be oriented to a general guide in macro scope rather than interrupting the sport market's actual operation. The legal framework has also to take care of the specialties caused by the dual features of social welfare and commodities.
