我国体育资源配置存在的主要问题是:资源严重不足、分散且利用率低,投入渠道单一且量小,资源配置结构不合理,流通渠道不畅,再生能力差.产生上述问题的客观原因主要是经济发展水平较低、计划经济体制的束缚、条块分割的组织体系、资源系统的功能错位及法治不严;主观原因是传统观念的束缚和体育理论认识的局限.

INVESTIGATION INTO PROBLEMS AND THEIR REASONS IN SPORT RESOURCE COLLOCATION IN CHINA --Sport reform under the social-economic transformation in China(2)

The main problems in the sport resources collocation in China are the shortage in resource, its isolation and low using rate, less variety of supplying channel and insufficient input, irrational structure of resource formation, retarded flow of resources and lack of regeneration of sport resources. The main reasons for them in the objective aspect are the low economic developing level, inhibiting force from the planning economy, isolation oriented organizational system, functional role mistaking by the related parties and loose implement of regulations. In the light of subjective view the restraint of traditional conception and the limits of old sport theoretical thinking also have effects on the situation.
