欧盟国家体育协会与政府的关系研究及借鉴

体育事业作为国家综合国力的重要内容,越来越受到国家的重视和扶植。体育协会在特定体育领域的发展中发挥着重要作用。体育协会作为群众性组织的一个重要特点是其自治性,这也是其充分发挥作用的前提。但是世界各国政府对体育协会都进行管理和控制。欧盟作为体育协会制度发展较完善的区域,其各成员国政府对待体育协会的态度也不尽相同。我国政府长期以来对体育协会的干预过多,影响了体育协会作用的发挥。研究欧盟体育协会自治与政府干预的关系有助于在修改《体育法》及相关法律法规时借鉴欧盟的经验和教训,更好地处理体育协会自治与政府的关系,实现体育协会功能发挥的最大化。

Relationship between the Sports Associations and Governments in the Members of European Union

As an important part of country’s comprehensive national strength,sports has attracted more and more attentions and supports from state.Sports associations play an important role in the development of sports.As private bodies one of the important characters of sports associations is its autonomy nature.All the state governments around the world are performing management and control on the sports associations.Sports association system in EU is relative better.The member countries of EU have different governmental policy to the sports associations.For a long time,our government has too much interference to sports associations.It limited the functions of sports association.Through the study on the relationship between autonomy of European sports associations and government interference,we can learn from EU lessons learned when we want to revise our Sports Law.In this way,we can deal the relationships between the autonomy of sports associations and government better and to achieve maximum functioning of sports associations.
