我国群众体育“并联式”发展的动力与特征

运用文献资料法和逻辑分析法,阐释了我国群众体育经历的发展战略后发赶超、发展目标跨越递进和发展方式主体多元的“并联式”发展过程。其内在动力是群众体育人民性属性的根本驱动,呈现出国家政策的持续性、价值取向的时代性、为民服务的便捷性和发展成效的显著性等特征。在优化“并联式”发展进程基础上,推进优质发展覆盖全民,均衡发展方便可及,融合发展共建共享,创新发展科技助力,实现“人民身体素养和健康水平居于世界前列”的宏伟目标。

Motives and Characteristics of the Coordinated Development of Mass Sports in China

Using the methods of literature review and logical analysis, this paper elaborates on the "coordinated" development of mass sports in China, a process with overtaking development strategies, leaping development goals, and diversified development methods and subjects. Its internal motive is the fundamental driving force of people-oriented nature of mass sports, presenting characteristics such as the persistence of national policies, the timeliness of value orientation, the convenience of serving the people, and the significance of development effectiveness. On the basis of optimizing the "coordinated" development process, we will promote quality development of the mass sport to cover the entire population, and to realize balanced and integrated development, easy accessibility, joint contribution, shared benefits as well as science and technology empowered innovation, to ultimately achieve the grand goal of "top ranking national physical literacy and health level in the world".
