体育民生推进中的市民健身活动政府补贴研究——以上海市静安区为例

对静安区市民健身休闲场地、设施、会所及消费群体、消费能力和消费意向进行了充分调研，并通过对公共服务财政资助理论的梳理，分析了静安区市民健身及举办公益性体育活动经费补贴供需现状．在充分借鉴国外经验的基础上，初拟了《静安区体育局全民健身专项资金管理办法》总体设计思路.

Study on the Government Subsidies for Public Fitness Activities in the Promotion of Sports Livelihood——Taking JingAn District of Shanghai as an Example

The author made a full investigation of the public fitness and leisure facilities, apparatus, clubs, consumer groups, consumption ability and consumers＇ expense intention in JingAn District. Adopting the financial support theory of public service, the paper analyzes the status quo of the public fitness and the supply and demand for financial support in non-profit sports activities in JingAn District. Based on the experience of the foreign countries, the paper offers a general concept for the design of ＂Measures for Managing the Special Fund of Public Fitness of the Sport Administration of JingAn District＂.
