我国全国性单项体育协会诚信建设：内涵、困境与进路

诚信建设是我国全国性单项体育协会在后脱钩时代逐步迈入以切实的依法自治实现良序化发展情境的必要环节。运用文献资料法与案例分析法等研究方法，以社会信用体系建设范式为切入点对全国性单项体育协会诚信建设进行研究。主要结论：协会对失信问题的容错率需求形成一种诚信建设壁垒，协会的垄断性行业话语权使其诚信建设客观性堪忧，配套制度设计缺失致使协会诚信建设制度基础不牢，信用信息系统平台缺失使协会诚信建设信息资源失联，内外部主体的相关意识欠缺使得协会诚信建设动力式微是我国全国性单项体育协会诚信建设面临的现实阻碍。协会诚信建设实践应分别对待两个层次的失信问题，协会应接受对于诚信建设客观性的协同化监管，建设遵循软法之治的协会内部诚信制度体系，打造第三方协会信用信息系统平台并融入征信系统，以舆论宣传建成利于协会诚信建设的拟态环境，是我国全国性单项体育协会诚信建设的关键路径之所在。

Construction of Integrity of National Individual Sports Associations in China: Connotation,Dilemma and Approach

The construction of integrity is necessary for national individual sports associations to have practical legal autonomy in the post-decoupling era. Through literature review and case analysis, this paper studied the integrity construction of national individual sports associations in China from the perspective of the social credit system construction paradigm. It was concluded that the demand of the associations for the fault tolerance rate of dishonesty problem formed a kind of credibility construction barrier. The monopolistic industry discourse power of the associations made its integrity construction in question. The lack of supporting system design weakened the foundation of integrity construction system of the associations. The lack of the credit information system made the information resources of the credit construction of the associations inefficient. The lack of understanding weakened the motivation of the integrity construction of the associations. The practice of integrity construction should deal with two levels of dishonesty. The associations should accept the coordinated supervision of the integrity construction, build an internal credit system following the rule of soft law, to build the platform of the associations' credit information system in the third party and integrate it into the credit investigation system. The pseudo-environment conducive to the integrity construction of the associations should be built by publicity, which were the key to the integrity construction of national individual sports associations.
