中国职业足球“供给侧改革”的理论源流、选择动因与路径研究

梳理供给侧结改革的理论源流，分析中国职业足球选择供给侧改革的现实动因，提出推进中国职业足球供给侧改革的路径与措施。研究发现，在需求侧，中国职业足球国内消费市场潜力巨大，但当前消费水平相对较低，市场开发相对滞后；可投资领域众多，而实际投资结构失衡，且收益低、风险高；产品出口初现端倪，但规模和竞争力尚显不足。在供给侧，职业足球人才匮乏导致产品供给失效，足球政策利好引致资本供给失衡，利益牵涉致使制度供给失准。分析认为，应借助于供给侧改革充分发挥市场在中国职业足球资源配置中的决定性作用，规范和强化相关制度与政策的调节和引导作用，提升制度供给、资本供给的准确性和有效性，通过改革和创新来推动中国足球职业化进程，实现职业足球人才供给的可持续发展，提升职业足球产品供给质量和相关服务水平，逐渐满足球迷不断提高的消费需求。

TheoreticalOrigins,Application and Means of Supply Side Reform for Chinese Professional Football

Literature study and logical analysis were adopted to explore the theoretical origin of the supply side structural reform, to analyze the application and to propose specific means of supply side reform for the Chinese professional football. Results showed that the current investment, consumption and export did not support the sustainable growth of the Chinese economy on the demand side. Meanwhile, capital supply and institution supply failed to allocate resources effectively. Product supply proved to be invalid on the supply side. This paper pointed out that the decisive role of the market should be yielded in the resource allocation through the supply side reform. Related mechanisms and policies should be intensified and normalized in order to improve accurateness and effectiveness of supply of capital and institution. Reform and innovation should be carried out to promote the process of professionalization of the Chinese football, to realize the sustainable development of the talents, and to upgrade the quality of the professional football products and the level of related services so as to gradually satisfy the increasing demand of the football fans.
