供给侧改革视域下体医融合服务供给模式的现实困境与优化路径

党的十九大报告将“实施健康中国战略”作为国家发展的重要举措,但体医融合供给模式的供需两者还缺乏必要的联系,未能形成有效的民众诉求表达机制和反馈通路。理论分析表明,体医融合服务供给存在体医融合资源市场化配置失衡、体医融合服务供给矛盾日益凸显、体医融合的行业协作壁垒严重、民众诉求表达机制不畅等现实困境。研究认为,着手从推动体医融合“双轨并行”的资源配置模式、整合“非医疗健康干预”模式、加强体医融合的行业协作共生、畅通民众利益诉求表达机制等方面进行针对性的优化。这有助于针对性的实现“自上而下”的体医融合服务供给,并实现监测民众体医融合诉求的动态变化和诉求趋势;另一方面是“自下而上”的民众诉求之间的合理均衡满足。

Dilemma and Optimization of Integration of Sports and Medicine Supply Model in China from Perspective of Supply-Side Reform

The report of the 19th National Congress of the Communist Party of China has made the implementation of the Healthy China Strategy an important measure for national development. However, the supply and demand of the sports and medicine integration supply model lacks the necessary links and fails to form an effective public appeal expression mechanism and feedback channel. Theoretical analysis showed that there was dilemma in the supply of sports and medicine integration services due to the imbalance of market-oriented allocation and the increasingly contradictory supplies of the resourses, the big barriers to cooperation, and the poor expression mechanism of public appeals. This paper held that measures should be taken to optimize the "two-track parallel" resource allocation mode and the "non-medical health intervention" mode, to strengthen the industry cooperation and symbiosis of sports and medicine integration, and to build the expression mechanism of public interest appeal. The aims were to achieve "top-down" services, and to monitor the dynamic changes and appeals so that the "bottom-up" demands of the people could be met.
